Inspector General Uncovers Excessive Spending Pattern

Baltimore’s Office of the Inspector General released a damning report in February 2026 revealing Mayor Brandon Scott’s office spent approximately $890,000 on food, catering, office parties, and flowers between July 2022 and November 2025.

The expenditures included bottomless popcorn for staff, banana bread pudding, crab feasts, and luxury box suites at Ravens and Orioles games.

Inspector General Isabel Mercedes Cumming documented these expenses over a 40-month investigation period. However, she notes the Mayor’s office restricted her access to complete records, suggesting the true total could be even higher.

Purchasing Card Violations and Questionable Celebrations

The investigation uncovered $167,000 in violations of purchasing card policies, demonstrating a pattern of fiscal carelessness with public funds.

Most egregiously, Mayor Scott’s office threw a $3,636 farewell party for Marvin James, his former campaign manager and chief of staff, who remained in city employment at a $190,000 annual salary.

This represents the kind of government waste that hardworking taxpayers shouldn’t tolerate—celebrating someone’s departure when they haven’t actually left, all on the public dime. The Mayor’s office budget has ballooned nearly five times larger than a decade ago, providing context for this spending spree.

Conflict of Interest Involving the Mayor’s Wife

Adding another layer of controversy, approximately $100,000 in taxpayer funds flowed to Bmore Empowered, a nonprofit where Mayor Scott’s wife, Hana, worked as Director of Operations.

The funding began in January 2023 and continued through June 2024, with the organization receiving $34,950 from Baltimore City government and $62,500 from the Baltimore Children and Youth Fund. Observers have identified this arrangement as a clear conflict of interest.

The nonprofit announced an “organizational pause” in September 2025, coinciding with Hana Scott’s departure, raising questions about whether the organization existed primarily to funnel taxpayer money to the Mayor’s family.

Mayor Defends Lavish Spending Despite Public Outrage

Mayor Scott dismissed the Inspector General’s findings, claiming “nothing illegal was done here” and arguing the spending represents longstanding municipal practice.

He defended luxury skybox access at Camden Yards and M&T Bank Stadium as employee benefits, suggesting that taxpayers support these expenditures. This defense rings hollow when Baltimore residents face serious challenges, including violent crime, failing schools, and infrastructure decay.

The arrogance of defending nearly $1 million in discretionary spending on parties and perks while blocking the Inspector General’s full investigation reflects exactly the kind of government overreach and fiscal irresponsibility that erodes public trust.

Inspector General Cumming has filed a lawsuit in Baltimore Circuit Court seeking to force the city to provide full access to records and respond to subpoenas.

The city solicitor argues that the Inspector General is subject to the Maryland Public Information Act’s restrictions, effectively shielding the Mayor’s office from complete oversight.

This legal battle will determine whether municipal watchdogs have real investigative authority or whether elected officials can hide behind bureaucratic barriers to avoid accountability for how they spend taxpayer dollars.
